The selected individual will report to the Project Manager.  The
requirement is for between three and five days per week.  The
individual selected will be a member of a team and may be asked to
participate in any or all of the following activities:
Assistance in accumulating and sharing the body of knowledge related
to Revolving Funds, Special Purpose Allotments, Vote Netting, the
Planning and Reporting Cycle, the structure of Votes, the funding
approval process, TB Submissions, Memoranda to Cabinet, directions in
Accrual Budgeting and Appropriations, the Financial Administration Act
and with all Treasury Board regulations, policies and guidelines;
Assistance in studying formal documentation provided by the client
organization to establish a baseline of knowledge of the department,
its use of the various funding mechanisms, and the financial results
of operating in this manner in the past;
Participating in the review of previously conducted reviews and
studies by the Auditor General, Internal Audit reports, Revolving Fund
Audits, Management Letters and Deputy Head Presentations to
Parliamentary Standing Committees;
Assisting in developing the framework that will be used to evaluate
the strengths and weaknesses of each alternative funding mechanism,
and validating the framework  with Treasury Board and the client's
experts;
Assisting in analyzing the strengths and weaknesses of the current use
of funding models in each Branch and Sector of the department through
interviews and reviewing information provided by Branch/Sector
representatives;
Assisting in analyzing the near term and long term business
requirements of the Branches of the department, as gathered by the
Requirements Gathering Team, and aligning each major business line in
each Branch to the 'best fit' alternative, documenting the analysis
that resulted in that recommendation and supporting and/or modifying
the recommendation based on feedback received;
Assisting in validating the interpretation of the information received
with Branch representatives and validating the initial recommendations
with representatives of Treasury Board to ensure they are
appropriately aligned with policies etc;
Assisting in reviewing the information provided by the Branches and
ensuring it is sufficient to allow for the drafting of the Revolving
Fund Viability Review for submission to Treasury Board;
Assisting in reviewing TB Guidelines on Revolving Fund Viability
Studies;
Assisting in reviewing the results of any previous Revolving Fund
Viability Studies conducted on the department's Revolving Funds;
Participating in meetings with TBS to ensure the reporting
requirements are fully understood;
Assisting in evaluating the information gathered on his/her behalf by
the other team members, from a Revolving Fund Review perspective, and
identifying and requesting any missing information;
Assisting in completing the first draft of each of the Revolving Fund
Viability Studies;
Participating in the review and validation of the documents with the
Chief Operating/Executive Officer responsible for each RF; and
Assisting in reviewing and validating the documents with the Chief
Financial Officer for approval to perform a first draft review with
Treasury Board.
Required Skills & Abilities
The successful temp help resource will possess an accounting
designation (CA, CMA, or CGA) and will have approximately 20 years
experience in Government of Canada Finance, equivalent to an FI04
level of full time employee.  Ideally this individual will have
participated in similar studies in the past.
Good communications skills will be essential given the nature of the
organization and the requirement to participate in meetings with other
government departments and TBS representatives.

Language Required     English essential, bilingualism an asset
